o The EPA's Office of Water encourages all citizens to learn about their water resources and supports volunteer monitoring because of its many benefits. Volunteer monitors build awareness of pollution problems, become trained in pollution prevention, help clean up problem sites, provide data for waters that may otherwise be unassessed, and increase the amount of water quality information available to decision makers at all levels of government. Among the uses of volunteer data are delineating and characterizing watersheds, screening for water quality problems, and measuring baseline conditions and trends. More.

o Rivers, trails, and greenway corridors are traditionally recognized for their environmental protection, recreation values, and aesthetic appearance. These corridors also have the potential to create jobs, enhance property values, expand local businesses, attract new or relocating businesses, increase local tax revenues, decrease local government expenditures, and promote a local community. More.

o If you haven’t been to Wingfield Park in downtown Reno lately, you are in for a surprise. More than 3,500 tons of boulders have been added to the north side of the park and along the Truckee River, lining the island park and creating a series of four pools in the main channel. More.

o Equatorial surface and subsurface temperatures were slightly warmer than average throughout most of the Pacific during September. Equatorial SST anomalies greater than +0.5°C (~1°F) persisted in the region west of the date line during September, and developed over most of the region between the date line and 120°W during the last half of the month. More.

River Notes for Friday, December 26, 2003

Important information about River Notes.

A complex weather system moved through Central and Southern California Christmas Eve and Day, resulting in very heavy Sierra snow.

Over Christmas Eve there was abundant moisture, but little in the way of dynamics. Isentropic lift resulted in a persistent light rain over the lowlands, and this was orographically enhanced in many foothill and mountain areas. Christmas Day a jet max enhanced rainfall as the front and low progressed through Southern California.

The following preliminary storm totals (inches water equivalent) were recorded by sensors in the Kern River basin: Upper Tyndall Creek 3.2, Chagoopa Plateau 3.9, Pascoes 6.5, Wet Meadows 5.7, Casa Vieja 3.3, Beach Meadows 3.5, Johnsondale 2.38, Kernville 1.06. The table below, adapted from the Daily Snow Sensor Report for December 26, lists the snow water equivalents in inches for snow sensors in the Kern River basin. Overall the Southern Sierra snow sensors (San Joaquin & Mono through Kern) are estimated to be near normal for the date.

Snow levels were high much of the day on Christmas Eve with mixed rain and snow as high as 9000 ft. The resulting runoff pushed the Upper Kern to nearly 1000 cfs on Christmas Day. With the passage of the cold front, temperatures plunged. At noon today it was about 13 degrees at 9000 ft.

Another strong storm is currently forecast to move into Central and Southern California Sunday or Monday. The current HPC Precipitation Forecast for the period 4:00 am Monday to 4:00 am Wednesday shows amounts similar to the Christmas Eve/Day storm. The GFS continues the active weather pattern well into the New Year. The current 6 to 10 day precipitation outlook for Southern California continues to be above normal, while the 8 to 14 day outlook is normal.

12/30/2003 7:00 A.M. The low center of the storm forecast for Monday tracked offshore and to the south, reducing snowfall amounts in the Southern Sierra. Kern snow sensors record about 1 inch (water equivalent) for the storm. Even so, the Southern section Sierra snowpack was reported at 130% of normal today. More snow is expected Thursday and Friday.

River Notes for Friday, December 19, 2003

Important information about River Notes.

If recent runs of the GFS and EMCWF weather models verify, a wet Pacific storm could result in significant snowfall in higher elevations of the Northern and Central Sierra on Christmas Eve; spreading southward to the Southern Sierra and the Kern River basin on Christmas Day. According to the GFS forecast, precipitation totals in the Kern River basin would exceed 1.75 inches water equivalent at some locations.The GFS also hints at the possibility of another system around New Year's. We'll see what Santa brings!

12/24/2003 7:00 A.M. System that moved through Central California Tuesday added about 0.5 - 1.0 inch (water equivalent) of snow to the Kern River snowpack. There is a long fetch of moisture aimed at California, with the ETA computer model generating about 2 inches water equivalent for upper Kern River basin over the next 48 hours. The active weather pattern is expected to continue into 2004. Happy Holidays from Sierra South!

In the shorter term, there's a chance of snow at the higher elevations of the Kern River basin tonight and tomorrow, with the best chance of precipitation Saturday afternoon and evening. The HPC forcast shows about 0.25 to 0.5 inch water equivalent in the southern end of the Sierra, with more than 1.0 inch from about Mammoth, northward.

While the Northern Sierra basks in the glory of a 118% snowpack, the Central and Southern Sierra could use a little more snow. This map of the southern Sierra produced using interactive tools on the NOHRSC Remote Snow Analysis web site shows the estimated water content of the snowpack based on satellite, ground and (when available) airborne sources. The table below, adapted from the Daily Snow Sensor Report for December 19, lists the snow water equivalents in inches for snow sensors in the Kern River basin. Overall the Southern Sierra snow sensors (San Joaquin & Mono through Kern) are at about 82% of normal for the date.

Important information about River Notes.

The latest in a series of systems to move through California has edged the snowpack in the Kern River basin nearer to normal for the date. The table below, adapted from the Daily Snow Sensor Report for December 12, lists the snow water equivalents in inches for snow sensors in the Kern River basin. For reference, Pascoes is a little above the 1970-2000 average for December 12. Overall the Southern Sierra snow sensors (San Joaquin & Mono through Kern) are at about 83% of normal for the date.

Another fast moving system is forecast to result in some snow for the Southern Sierra Sunday, but the trough is expected to move through the area so quickly that snowfall amounts should be limited. At the moment it looks like most of next week should be dry, with the possibility of some rain and snow around Friday or Saturday. Once again the northern half of the state is forecast to receive the most precipitation. We'll see!

River Notes for Friday, December 5, 2003

Important information about River Notes.

Latest run of the weather models show more precipitation in the Central Sierra over the next 60 hours than in earlier runs. Precipitation amounts fall off sharply at the southern end of the range, but it looks like the higher elevations of the Kern River basin could get as much as 1.0 inch liquid equivalent. Or more if the system digs a little further south.

Forecast soundings for Porterville from the ETA and Meso ETA for 10:00 am Saturday show precipitable water values of over 1.0 inch with 20 to 30 knots of westerly inflow. If the forecasts verify, this should produce significant orographic enhanced precipitation at the high elevations and northern reaches of the Kern River basin. We'll see!

12/08/2003 7:00 A.M. Recorded snowfall (inches water equivalent) since noon Friday: Upper Tyndall Creek 1.6, Crabtree Meadow 0.7, Chagoopa Plateau 1.3, Pascoes 1.2, Wet Meadows 0.8.

So far this rainy season has appeared to follow a more or less normal course with average to above average precipitation over most of California. The current 6 to 10 day, and 8 to 14 day, outlooks forecast above average precipitation for Southern California.
