Updated 10/03/08 o The first serious cloud seeding program in California began in 1948 on Bishop Creek in the Owens River basin for California Electric Power Co. Precipitation enhancement in the form of cloud seeding has been practiced continuously in several California river basins since the early 1950s. Most projects are along the central and southern Sierra Nevada with some in the coast ranges. More. o Spectacular mountains, rivers and open spaces in California’s Eastern Sierra and San Gabriel Mountains are closer to gaining permanent protection today after a hearing in the Senate Public Lands and Forests Subcommittee. More. o From farmers to fishermen, from the feds to the Yurok nation, all sides spent the past two years hammering out a deal that hinges on the destruction of four hydroelectric dams along the Klamath River. If those four dams come down, it would be the largest dam removal in U.S. history. More. o The Roadless Areas Conservation Rule is an administrative rule adopted by the U.S. Forest Service in January 2001 to protect the last remaining wildlands in our national forest system. It places about one-third of the national forest system's total acreage off-limits to virtually all road building and logging. (More than half of our national forest land is already open to such activity.) This protection is the only way to spare roadless areas from the severe damage that roads and intense development like clearcut logging have done to other parts of our national forests. More. o One of the most hotly debated topics on Earth is the issue of climate change, and the National Environmental Satellite, Data, and Information Service (NESDIS) data centers are central to answering some of the most pressing global change questions that remain unresolved. The National Climatic Data Center contains the instrumental records that can precisely define the nature of climatic fluctuations at time scales of a up to a century. Among the diverse kinds of data platforms whose data contribute to NCDC's armamentarium are: Ships, buoys, weather stations, balloons, satellites, and aircraft. Important information about River Notes.

Circulation around a deep low and associated trough is drawing moisture up from the subtropics into California and across the Sierra, producing some light rain and snow. Impulses associated with this system are forecast to produce heavy precipitation in the northern half of the state, with 5-day precipitation totals approaching 5 inches (liquid equivalent) in the Northern Sierra, and along the North Coast.

At the moment, computer models are forecasting less precipitation to the south. This morning's 12z NAM and GFS are generating about 1.0 to 1.5 inch water equivalent in the Southern Sierra at the latitude of Kern Point. A BUFKIT analysis of 12z NAM data for a point near Evolution Valley in the San Joaquin River basin generates about 2.6 inches liquid equivalent. We'll see!

This year's Upper Kern River Fall Cleanup will be Saturday, November 8th from 10am to 1pm. The event is hosted by Kern River Fly Shop, Southern Sierra Fly Fishers, US Forest Service, and El Jacalito Mexican Restaurant. We will meet at Kern River Fly Shop, 11301 Kernville Rd., and head up river to pick up trash along the upper 20 mile section of river north of Kernville. After the cleanup their will be a free lunch provided by EI Jacalito Mexican restaurant. If you plan on attending, please call the fly shop at 1-760-376-2040 to sign up.

Last year, California's rain season might have been scripted by Dr. Jekyll and Mr. Hyde. Lowland rain totals and the Sierra snowpack were well above normal through the end of February, and then the spigot was turned off. The storm track shifted north, and California had its driest March to May on record. (The March 29, 2008 post in Ed Berry's Atmospheric Insights blog describes the events that may have led to and maintained this shift.)

Which rain season personality will emerge this Winter? Earlier this year the equatorial Pacific tried to transition to El Nino, but the atmosphere didn't cooperate. As measured by the Multivariate ENSO Index (MEI), the ENSO state has returned to the weak La Nina threshold. And as measured by the Global Wind Oscillation (GWO), an uncooperative atmosphere has continued to cycle through a La Nina base state. This suggests a winter precipitation outlook with a La Nina flavor -- similar to last year. This precipitation map, generated by the ESRL-PSD Composite ENSO plots page, shows the mean November-March precipitation for the U.S. during 9 La Niña events from 1948 to the present. Here's the current Nov-Dec-Jan precipitation outlook issued October 16 by the Climate Prediction Center. The "EC" means an equal chance of below normal, near normal, or above normal precipitation. The IRI Multi Model Seasonal Forecast for Nov-Dec-Jan is similar.

Two exciting new boats are coming from Jackson in 2009, the Little Hero and the 2-person Dynamic Duo. The Little Hero is much smaller than the regular Hero, but bigger than the kid’s Side Kick. It will be a great boat for the 120 lb and up teenager, and adults who are too small for the regular Hero. The 2 person Dynamic Duo should be a gas to paddle! An experienced paddler could show a beginning paddler how to ferry, catch eddies, and other basic skills, or take Class II-III paddlers down some harder runs. It is easy to tandem roll and very forgiving. We will let you know when we get our demo.

For SCE flow information, call the flow phone at 877-537-6356 or 760-376-8821. According to SCE, the flow phone values reported for Above & Below Fairview, and Below Democrat Dam are updated every 5-10 seconds. All other flow phone data is manually updated twice a day (7am & 2pm) when an operator is on duty.

River Notes for Tuesday, October 14, 2008

Important information about River Notes.

The L.A. Times headline read "Storm Gives L.A. 2.8 Inches of Rain, Heads East". The date was March 9, 1975 and a 5 day storm had drenched Southern California, resulting in flooded streets and mudslides. Downtown Los Angeles would go on to have a near normal water year (14.35"), and the April 1 Kern Snowpack would also finish the season near normal. Why 1975? Because based on the Multivariate ENSO Index (MEI), the MEI values leading up to the 1974-75 season are similar to those recently recorded. Will history repeat? We'll see!

Beat the price increase -- 2009 prices on the fantastic line of boats from Jackson Kayaks will go into effect October 1, 2008. Prices will be roughly $100 more on Stars, Heroes, Funs and Rockers. What is cool for you is we will extend the ’08 prices on Jackson boats on hand and in stock until October 31, 2008. After that, prices will increase to the new 2009 prices. Please note this deal strictly applies to stock on hand only. Any special order boats will reflect the new 2009 price.

Its good to see some greens, blues and reds on the precipitation forecast map again. The first major Pacific storm of the 2008-2009 rain season has moved onshore, and is producing some much needed rain in Northern California and the Pacific Northwest. Although the focus of the system is to the north, Central California should see some decent rainfall as well, and some snow is expected at the higher elevations of the Sierra. We'll see!
